Amend CSHB 4 (House Committee Printing) as follows:                          
	(1)  On page 13, line 13, strike "This" and substitute "(a) 
Except as provided by Subsection (b) of this section, this".
	(2)  On page 13, following line 17, add the following:                         
	(b)  SECTION 10 of this Act takes effect September 1, 2009.
