Amend HB 4 (Senate committee printing) as follows:                           
	(1)  In the recital to SECTION 11 of the bill (page 5, line 
12), strike "Subsection (c-1)" and substitute "Subsections (c-1) 
and (c-2)".
	(2)  In SECTION 11 of the bill, immediately following 
proposed Section 447.004(c-1), Government Code (page 5, between 
lines 22 and 23), insert the following:
	(c-2)  The procedural standards required by Subsection (c-1) 
do not apply to a building if the state agency or institution of 
higher education constructing the building:
		(1)  determines that compliance with those standards is 
impractical; and
		(2)  notifies the state energy conservation office of 
the determination and provides to the office documentation 
supporting the determination.
