Amend HB 4 (Senate committee printing) by striking SECTION 20 
of the bill and substituting the following:
	SECTION 20.  (a)  Except as provided by Subsections (b) and 
(c) of this section, this Act takes effect immediately if it 
receives a vote of two-thirds of all the members elected to each 
house, as provided by Section 39, Article III, Texas Constitution.  
Except as provided by Subsections (b) and (c) of this section, if 
this Act does not receive the vote necessary for immediate effect, 
this Act takes effect September 1, 2007.
	(b)  Except as provided by Subsection (c) of this section, 
Section 11 of this Act takes effect September 1, 2009.
	(c)  This Act takes effect only if Senate Bill No. 3, Acts of 
the 80th Legislature, Regular Session, 2007, is enacted and becomes 
law.
