System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSHB 9 (committee printing) by inserting the following 
appropriately numbered SECTION and renumbering existing SECTIONS 
accordingly:
	SECTION ____.  Subchapter A, Chapter 2166, Government Code, 
is amended by adding Section 2166.009 to read as follows:
	Sec. 2166.009.  CONTRACTOR PREFERENCES: NON-SMOKING POLICY.  
The commission shall give preference to a proposed state contractor 
in awarding contracts under this chapter, including contracts for 
services related to contracts under this chapter, to a contractor 
who has a work-site non-smoking policy for the contractor's 
employees.
