	Amend CSHB 13 (House committee printing) as follows:                         
	(1)(a) Not later than September 1, 2008, the Border Security 
Council, in consultation with any relevant agency, shall prepare, 
issue and distribute to the governor and each member of the 
legislature a report:
		(1) that provides the number of victims of human 
trafficking that have crossed the border, annually since the year 
2000, as defined by Chapter 20A, Penal Code, with at least the 
following information:
			(a) the age, gender, and nationality of the 
victims;                       
			(b) the types of services provided to the victims, 
if any; and             
			(c) the agencies that provided services to 
victims.                        
		(2) outlining how existing laws and rules concerning 
victims and witnesses address or fail to address the needs of 
victims of human trafficking; and
		(3) recommending areas of improvement and modifications 
in existing laws and rules.
	(b) Not later than September 1, 2008, the Border Security 
Council, in consultation with any relevant agency, shall prepare, 
issue and distribute to the governor and each member of the  
legislature a report:
		(1) outlining how existing social service programs 
address or fail to address the needs of victims of human 
trafficking;
		(2) with respect to those needs, outlining the 
interplay of existing social service programs with federally funded 
victim service programs; and
		(3) recommending areas of improvement and modifications 
in existing social service programs.
