	Amend CSHB 13 (house committee printing) on page 6, between 
lines 7 and 8, by inserting the following:
	(a-1) One-third of the members appointed under Subsection (a) 
must be residents of the Texas-Mexico border region, as defined by 
Section 2056.002.
