Amend CSHB 13 (Senate committee printing) in SECTION 4, on 
page 5, between lines 6 and 7, by adding a new subsection (e) to 
Section 421.002, Government Code to read as follows:
	(e)  Common carrier pipelines are critical infrastructure 
for the State, and are authorized to exercise the powers under 
Section 111.019 Nat. Resources Code regardless of the form of 
business organization.
