Amend HB 14 (Senate committee printing) as follows:                          
	(1)  In SECTION 4 of the bill, in added Subsection (e), 
Section 102.203, Health and Safety Code (page 8, line 30), strike 
"Not more than 10 percent" and substitute "At least 20 percent".
	(2)  In SECTION 4 of the bill, in added Subsection (e), 
Section 102.203, Health and Safety Code (page 8, line 31), strike 
"may be used" and substitute "shall be used".
