Amend CSHB 323 (Senate committee report printing) by adding 
the following Section and renumbering the subsequent Sections 
accordingly:
	SECTION __.  Liability cannot be imposed under section 
547.701(e) for buses not equipped with a three-point seat belt for 
each passenger if the buses are purchased before September 1, 2010, 
or operated by or contracted for use by a school district before 
September 1, 2014.  A claim that arises with regard to three-point 
seat belts on a bus purchased, operated by or contracted for use by 
a school district before these dates is governed by the law in 
effect on the date the bus was purchased, operated or contracted 
for, and the former law is continued in effect for that purpose.
