	Amend CSHB 410 by adding the following section to the bill, 
appropriately numbered:
	SECTION ____. Section 216.003, Local Government Code, is 
amended by added Subsection (g) to read as follows:
	(g) A municipality may not allow a non-conforming off-premise 
sign located on a state highway to be replaced with another 
off-premise sign except by the sign owner.
