	Amend CSHB 410 as follows:                                                   
	(1) On page 3, between lines 23 and 24, insert the following:                  
	SECTION 2. Section 391.252, Transportation Code, is amended 
by adding Subsections (a-1) and (a-2) to read as follows:
	(a-1) If a billboard is located on premises described by 
Subsection (a), the billboard may not be removed from the premises 
without the permission of the owner of those premises.
	(a-2) If a billboard is removed in violation of Subsection 
(a-1) the billboard may be reconstructed or a new billboard erected 
on the premises.
	(2) On page 3, line 24, strike "SECTION 2" and substitute 
"SECTION 3".
