Amend CSHB 447 in Article 3 by adding a new SECTION to read as 
follows:    
	SECTION __.  Section 60.401, Water Code, is amended by 
adding Subsection (d) to read as follows:
	(d)  Chapter 2264, Government Code, does not apply to this 
subchapter.
