Amend Amendment No. 2 by King of Parker to CSHB 626 on page 3, 
line 11, by striking the text and substituting the following:
	SECTION 5.  (a)  The secretary of state shall establish a 
master database of citizenship records to verify the citizenship of 
a person who submits an application for voter registration in this 
state.
	(b)  Except as provided by Subsection (c), this Act takes 
effect on certification by the secretary of state that the database 
required to be established by Subsection (a) of this section is 
operational.
	(c)  Subsection (a) of this section takes effect September 1, 
2007.
