Amend CSHB 626 by adding the following appropriately numbered 
SECTION to the bill and renumbering subsequent SECTIONS of the bill 
accordingly:
	SECTION ____.  Section 191.0046, Health and Safety Code, is 
amended by adding Subsection (e) to read as follows:
	(e)  Notwithstanding any other provision of this title, the 
state registrar shall issue without a fee at least one certified 
copy of an individual's birth certificate to the individual on 
request.
