	Amend CSHB 855 by inserting the following appropriately 
numbered SECTION and renumbering subsequent SECTIONS of the bill 
accordingly:
	SECTION ____.  Chapter 2, Code of Criminal Procedure, is 
amended by adding Article 2.1351 to read as follows:
	Art. 2.1351.  REPORT RELATING TO CERTAIN ARRESTS.  (a)  Not 
later than September 1 of each year, each state and local law 
enforcement agency shall report to the Department of Public Safety 
the number of arrests under Section 38.02, Penal Code, made by 
officers employed by the agency during the preceding 12 months.   
The report must indicate in aggregate terms the race or ethnicity of 
individuals arrested for an offense under Section 38.02.
	(b)  The Department of Public Safety shall prepare a report 
based on the information received by the department under 
Subsection (a) and provide a copy of the report, not later than 
January 1 of each year, to the governor, the lieutenant governor, 
and the speaker of the house of representatives.
