Amend CSHB 1188 (House Committee Printing) by adding the 
following appropriately numbered SECTION to the bill and 
renumbering subsequent SECTIONS of the bill accordingly:
	SECTION ____.  Subchapter A, Chapter 490, Government Code, as 
added by Chapter 280, Acts of the 79th Legislature, Regular 
Session, 2005, is amended by adding Section 490.004 to read as 
follows:
	Sec. 490.004.  CONTROL OF FUND.  (a) Except as provided by 
Subsection (b) and notwithstanding this chapter or any other law, 
the duties and functions assigned to the governor under this 
chapter are assigned to the comptroller.
	(b)  This section does not apply to Section 490.052.
