Amend Floor Amendment No. 2 to CSHB 1251 by Puente as follows:               

(1)  Add the following item to the amendment, numbered 	appropriately:        
	(_) Add the following SECTION to the substitute, numbered 
appropriately:     
	SECTION ____.  Section 363.116, Health and Safety Code, is 
amended by adding Subsection (d) to read as follows:
	(d)  A public agency may not restrict the right of an entity 
to contract with a licensed waste hauler for the collection and 
removal of domestic septage or of grease trap waste, grit trap 
waste, lint trap waste, or sand trap waste.
	(2)  Renumber the subsequent items of the amendment 
accordingly.
