Amend HB 1311, in SECTION 1 of the bill, in proposed 
Subsection (a), Section 43.083, Local Government Code (Senate 
committee printing page 1, line 15), by striking "that borders the 
Gulf of Mexico" and substituting ", that is in a county that borders 
the Gulf of Mexico and that is adjacent to a county with a 
population of one million or more,".
