Amend HB 1312, in SECTION 1 of the bill, in proposed Section 
43.082, Local Government Code (Senate committee printing page 1, 
line 15), by striking "that borders the Gulf of Mexico" and 
substituting ", that is in a county that borders the Gulf of Mexico 
and that is adjacent to a county with a population of one million or 
more,".
