Amend HB 1432 as follows:                                                    

(1)  On page 2, between lines 1 and 2, insert the following:
	(e)  The commissioner may grant a waiver from the 
requirements of this section to a school district if the 
commissioner finds that extreme circumstances in the district 
warrant the waiver.  The commissioner may adopt rules as necessary 
to implement this section.
	(2)  On page 3, line 14, between "28.0216" and the period, 
insert ", except as otherwise authorized under that section".
