Amend CSHB 1439 on page 3, between lines 22 and 23, by 
inserting the following:
	(e-1) If the attorney general recovers a civil penalty 
relating to a direct or indirect disclosure of information received 
from the department under the contract in a manner that violates the 
terms of the contract, the attorney general shall distribute to 
each person whose information was released improperly an equal 
percentage of that civil penalty.
