Amend HB 1973 as follows:                                                    

(1)  On page 1, line 6, strike "and (j)" and substitute "(j), 	and (k)".      
	(2)  On page 2, between lines 3 and 4, insert the following:                   
	(k)  Not later than August 31, 2008, the board shall ensure 
that the average time to process license applications under this 
chapter does not exceed 51 days.  The board shall include the 
board's progress toward this performance measure target in the 
report required under Subsection (h)(3).
