	Amend CSHB 2173 by adding the following appropriately 
numbered SECTION to the bill and renumbering the remaining SECTIONS 
of the bill accordingly:
	SECTION ____.  Section 54.642, Education Code, is amended by 
adding Subsection (d) to read as follows:
	(d)  Not later than December 1 of each even-numbered year, 
the board shall submit a report to the governor,                                               
lieutenant governor, speaker of the house of representatives, the 
appropriate committees of each house of the legislature, and the 
Texas Higher Education Coordinating Board, that reflects how the 
impact of tuition deregulation under Section 54.0513 on tuition 
rates has affected the program, including enrollment in the 
program.
