	Amend CSHB 2786 as follows:                                                  

(1)  On page 2, insert the following between lines 1 and 2:
	(c)  For a bill or joint resolution described by Subsection 
(a) that lowers the rate of a tax and has a negative impact on 
revenue, the dynamic fiscal impact statement must also list and 
describe for the five-year period described by Subsection (b) the 
effects that lowering the rate of the tax will have on the provision 
of affected public services such as, if applicable, public 
education or the children's health insurance program.
	(2)  On page 2, line 2, strike "(c)" and substitute "(d)".       
	(3)  On page 2, line 20, strike "(d)" and substitute "(e)".
