System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	
Amend Section 4 of CSHB 3732 by adding the following 
subsection (d) to new Section 382.0566 of the Health and Safety 
Code, and renumbering the following subsections accordingly:
	(d)  The commission shall not issue a permit under this 
chapter for an advanced clean energy project if emissions from the 
proposed facility will cause an area to be designated a 
nonattainment area.
