System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	
Amend CSHB 3732 by striking SECTION 3 of the bill and 
substituting the following appropriately numbered SECTION:
	SECTION __.  Section 382.0518, Health and Safety Code, is 
amended by adding Subsection (c-1) to read as follows:
	(c-1)  In considering the issuance of a permit for a new 
electric generating facility, the commission shall analyze and 
consider:
		(1)  the cumulative effects of the facility's expected 
emissions together with the cumulative effects of the authorized 
emissions from all sources of pollution permitted under this 
section, as well as all sources of pollution from electric 
generating facility applications determined to be technically 
complete, that are located within a radius of impact specified by 
commission rule, or 200 km, whichever is greater; and
		(2)  whether the emissions from the facility will cause 
an area to be designated a nonattainment area; or
		(3)  whether the emissions from the facility will 
negatively affect compliance with the state implementation plan.
