	Amend HB 3828 (second reading engrossment) as follows:                       
	(1)  On page 2, strike the sentence that begins on line 15.                    
	(2)  On page 11, line 1, between "appropriate" and the 
period, insert "relating to the participation goals in Closing the 
Gaps, the state's master plan for higher education".
	(3)  On page 11, between lines 1 and 2, by inserting the 
following:          
	(d-1) A student's performance on a standardized test may not 
be required for graduation from an institution of higher education, 
used as a measure of an institution's accountability, or used as an 
indicator or criterion under this section.
