	Amend CSHB 4077 on page 17, line 6, immediately after the 
period, by adding:

This subsection does not diminish or disturb the rights and 
obligations of an electric utility or a telephone or telegraph 
corporation under Sections 181.042 and 181.082, Utilities Code.
