Amend HR 3 (House Rules resolution) at the end of page 20, by 
adding the following appropriately numbered new Sections to Rule 2:
	Sec. __. PARLIAMENTARIAN.  (a) The parliamentarian shall keep 
confidential all requests made by members of the house for advice or 
guidance regarding procedures.
	(b)  In the event of a conflict between this section and any 
provision of the housekeeping resolution, this section prevails.
	Sec. __.  LEGISLATIVE COUNCIL ATTORNEYS: CONFIDENTIALITY. 
Communications between an attorney employed by the Texas 
Legislative Council and the speaker, another member of the house, 
or an employee of a member or committee of the house are 
confidential in accordance with the rules and laws concerning 
attorney-client privilege. A violation of this section is a 
violation of the Texas Disciplinary Rules of Professional Conduct.
