Amend HR 3 in Rule 4, Section 18, on page 57, line 7, by adding 
the following at the end of Subsection (b) of that section:
	The attachment shall also list the name of each person, other 
than a member of the legislature, who submitted to the committee a 
sworn statement indicating that the person was present in favor of, 
in opposition to, or without taking a position on the measure or 
other matter, but who because of the person's departure or other 
reason was not recognized by the chair to address the committee; 
provided that the omission of the name of such a person is not a 
sustainable question of order.
