Amend HR 3 by striking all language beginning on page 83, line 
23, through page 84, line 23, and substituting the following:
	"Sec. 20.  MEDIA ACCESS TO HOUSE CHAMBER.  (a) When the house 
is in session, only accredited media representatives [no media 
representative] shall be admitted to the floor of the house or 
allowed its privileges.
	(a-1) A person is eligible for accreditation as a media 
representative if [unless] the person is:
		(1) a salaried staff correspondent, reporter, or 
photographer regularly employed by a newspaper, a press association 
or news service serving newspapers, a publication requiring 
telegraphic coverage, or a duly licensed radio or television 
station or network; or
		(2) a daily contributor of primary editorial content 
(other than site visitor comments) to a website that:
			(A) is updated daily;                                                 
			(B) primarily reports news and commentary on 
state or local government;
			(C) receives a 30-day average of at least 200 
unique visits from users; and
			(D)  has been online for at least 90 days.                            
	(b) Any person seeking accreditation as a media 
representative [seeking admission to the floor of the house] under:
		(1) the provisions of Subsection (a-1)(1) [(a)] of this 
section must present to the Committee on House Administration a 
certificate [fully accredited credentials] from the person's [his 
or her] employer certifying that the person [media representative] 
is engaged primarily in reporting the sessions of the legislature.
		(2) the provisions of Subsection (a-1)(2) of this 
section must present to the Committee on House Administration a 
certificate stating the universal resource locator of the website 
and data collected by a third party showing website traffic and post 
count.
	[Regularly accredited media representatives who have duly 
qualified under the provisions of this section may, when requested 
to do so, make recommendations through their professional 
committees to the Committee on House Administration as to the 
sufficiency or insufficiency of the credentials of any person 
seeking admission to the floor of the house under this section.]
	(b-1) Every media representative, before being admitted to 
the floor of the house during its sessions, shall file with the 
Committee on House Administration a written statement showing the 
paper or papers, press association, news service, publication 
requiring telegraphic coverage, or radio or television station or 
network, or website which the person [he or she] represents and 
certifying that no part of the person's [his or her] salary for 
legislative coverage is paid by any person, firm, corporation, or 
association except the listed news media which he or she 
represents."
