Amend HR 3 (adopting the house rules) on page 5, between lines
15 and 16, by adding the following Subsection (d) to Rule 1, Section
9 (Questions of Order):
(d) A question of order on a bill or on a joint resolution
proposing or ratifying a constitutional amendment as to a violation
of a section of the rules governing committee reports, committee
minutes, or accompanying documentation must be raised immediately
when the bill or resolution is taken up for consideration on second
reading if the violation could have been detected from the face of
the commitee report or other public records before the bill or
resolution is taken up on second reading. A question of order not
timely raised as required by this subsection is waived and may not
subsequently be raised as to the same violation.
