Amend HR 3 by striking the language on page 109, line 23,
through page 110, line 3, and substituting the following:
"Sec. 20. PLACEMENT [TIME LIMIT FOR VOTE TO PLACE] ON A
CALENDAR; VOTES TO PLACE ON A CALENDAR. (a) Within seven days
after a bill or joint resolution has been referred to the
appropriate calendars committee, the committee must place the bill
or resolution on one of the calendars of the daily house calendar or
the local, consent, and resolutions calendar, as applicable, to
permit the bill or joint resolution to be considered by the house on
second reading within seven days after the date the bill or joint
resolution is placed on a calendar if the bill or joint resolution
is joint authored or coauthored (or sponsored or co-sponsored, as
the case may be) by at least 100 members of the house.
(b) Except as provided by Subsection (a), within [Within] 30
calendar days after a bill or resolution has been referred to the
appropriate calendars committee, the committee must vote on whether
to place the bill or resolution on one of the calendars of the daily
house calendar or the local, consent, and resolutions calendar, as
applicable. A vote against placement of the bill or resolution on a
calendar does not preclude a calendars committee from later voting
in favor of placement of the bill or resolution on a calendar."
