System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend HR 3 on page 151, between lines 6 and 7, by inserting 
the following: 
	"(h) The Committee on House Administration shall ensure that:           
		(1) the floor amendment system through which members of 
the house may view an electronic image of current or past 
amendments, or the system's successor in function, is available to 
the public on the Internet; and
		(2) members of the public using the system available on 
the Internet may view the same information that members may view at 
the same time that members may view the information."
