Amend HR 3 on page 172, immediately after line 6, by inserting 
the following:
	Sec. 7. COMMITTEE GIFTS. (a) A member of the house may not 
offer, confer, or agree to confer to a committee member or committee 
employee a gift with a value of more than $75.
	(b) A committee chair who receives a gift from a member of the 
committee the person chairs shall include the receipt of the gift, 
including its value, in the appropriate financial statement filed 
with the Texas Ethics Commission.
