	Amend HR 4 as follows:                                                       
	(1) On page 1, line 24, between "is hereby determined" and "to 
be otherwise", insert "for the following matters only".
	(2) On page 2, line 3, strike "80th Legislature." and 
substitute the following:
	80th Legislature:                                                              
		(1) legislation increasing the amount of the resident 
homestead exemption from taxes imposed for public school purposes;
		(2) legislation fully or partially restoring funding 
for the Children's Health Insurance Program;
		(3) legislation increasing the allocation of sporting 
goods sales and use tax revenue to fund state and local parks;
		(4) legislation providing for ethics reform;                                  
		(5) legislation requiring increased disclosure and 
transparency in the calculation of property taxes and the appraisal 
of property for taxation; and 
		(6) legislation authorizing the reduction of ad valorem 
taxes that may be imposed for public school purposes on the 
residence homesteads of the elderly or disabled to reflect any 
reduction in the rate of those taxes.
