	Amend Amendment No. 66 by Gallego to CSSB 3, (page 122, lines 
21 through 29 of the prefiled amendments packet) by striking added 
Subsection (c), Section 365.035, Health and Safety Code, and 
substituting the following:
	(c)  It is an exception to the application of Subsection (a) 
that the person possessed the glass container only for the purpose 
of water sampling or conducting scientific research:
		(1)  as authorized by:                                                 
			(A)  a governmental entity;                                           
			(B)  a utility as defined by Section 11.004, 
Utilities Code; or     
			(C)  a retail public utility as defined by Section 
13.002, Water Code; or
		(2)  as necessary to comply with state or federal 
requirements.
