	Amend CSSB 3 (house committee printing) as follows:                          
	(1) Add the following section to the bill, numbered 
appropriately:           
	SECTION ____. Section XXXXXX, is amended by adding Section 
(a) and (b):      
	(a) The creation of a Fresh Water Supply District by a county 
between June 1, 2005 and December 31, 2006 is validated and 
confirmed in all respects as of the dates the creation occurred. The 
creation may not be held invalid because it was not performed in 
compliance with Chapter 53, Water Code.
	(b) This Section does not apply to an act or proceeding which 
is the subject of litigation that is pending on the effective date 
of this Act or an act or proceeding that, under a statute of this 
state or the United States was a misdemeanor or felony at the time 
the act or proceeding occurred.
