Amend CSSB 10 (house committee printing) by adding the
following appropriately numbered SECTION to the bill and
renumbering subsequent SECTIONS accordingly:
SECTION ____. Chapter 85, Health and Safety Code, is
amended by adding Subchapter H to read as follows:
SUBCHAPTER H. HIV PREVENTION MEDIA CAMPAIGN
Sec. 85.161. GRANTS FOR MEDIA CAMPAIGN. In operating
medical assistance program the Health and Human Services
Commission, out of funds appropriated by the legislature, shall
award grants in an amount equal to at least one million one percent
of the total funds appropriated to the department commission for
acquired immune deficiency syndrome (AIDS) or human
immunodeficiency virus (HIV) related programs to local contractors
to implement a highly visible media campaign encouraging
individuals, as part of a routine physical examination given under
a medical assistance program, to undergo a medical procedure or
test designed to show whether the individual has acquired immune
deficiency syndrome or human immunodeficiency virus. For the
purposes of this section, a highly visible media campaign includes
the use of billboards, newspaper and magazine advertisements, and
signs on commercial motor vehicles and motor vehicles used for
public transportation.
