Amend CSSB 11 (house committee report) by adding the 
following appropriately numbered article to the bill and 
renumbering subsequent articles and sections as appropriate:

ARTICLE ____. TRANSFER OF USED VEHICLES
	SECTION ____.01. Section 520.023, Transportation Code, is 
amended by amending Subsection (a) and adding Subsections (g) and 
(h) to read as follows:
	(a)  On receipt of a notarized, written notice of transfer 
from the transferor of a motor vehicle, the department shall 
indicate the transfer on the motor vehicle records maintained by 
the department.
	(g)  A person who files a false notice under Subsection (a) 
commits a Class A misdemeanor.
	(h)  A transferor that files notice under Subsection (a) for 
a motor vehicle is not civilly or criminally liable for use, 
operation, or abandonment of the vehicle after the notice is filed. 
A copy of the notice filed under Subsection (a) and evidence that it 
was delivered to the U.S. Postal Service is proof of the filing of 
the notice for:
		(1)  a civil or criminal action brought against the 
transferor as a result of an act or omission arising out of the use, 
operation, or abandonment the vehicle; and
		(2)  any entity that uses motor vehicle ownership in 
the enforcement of laws or regulations.
