System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend SB 11 by adding the following appropriately numbered 
SECTION to the bill and renumbering subsequent SECTIONS 
accordingly:
	SECTION ____.  Section 644.102, Transportation Code, is 
amended by amending Subsection (b) and adding Subsection (b-1) to 
read as follows:
	(b)  A municipality or county that engages in enforcement 
under this chapter:
		(1)  shall pay all costs relating to the municipality's 
or county's enforcement;
		(2)  may not be considered, in the context of a federal 
grant related to this chapter:
			(A)  a party to a federal grant agreement, except 
as provided by Subsection (b-1); or
			(B)  a grantee under a federal grant to the 
department; and                
		(3)  must comply with the standards established under 
Subsection (a).       
	(b-1)  Subsection (b) does not prohibit a municipality or 
county from receiving High Priority Activity Funds provided under 
the federal Motor Carrier Safety Assistance Program.
