Amend SB 12 (House Committee Printing) by adding the 
following appropriately numbered SECTION to ARTICLE 3 of the bill 
and renumbering the subsequent SECTIONS of the article accordingly:
	SECTION ____. Chapter 39.905(f) of the Utilities Code is 
reenacted in its entirety and the following sentences shall be 
added: Funding levels for low-income energy efficiency services as 
determined by the commission shall be implemented with oversight by 
the Texas Department of Housing and Community Affairs. The 
Department shall designate a statewide association of community 
action agencies to directly receive those funds and shall ensure 
the timely implementation of weatherization assistance contracts 
through local provider agencies.
