System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend CSSB 1031 (House committee printing) as follows:                       

(1)  In the recital to SECTION 7 of the bill (page 5, line 2), 	strike "(c-2), and (c-3)" and substitute "(c-2), (c-3), and (c-4)".
	(2)  In SECTION 7 of the bill, in amended Section 39.023, 
Education Code (page 7, lines 9 through 12), strike added 
Subsection (c-1) and substitute the following:
	(c-1)  Any assessment instrument required under this section 
must allow for the measurement of annual improvement in student 
achievement as required by Sections 39.034(c) and (d).
	(3)  In SECTION 7 of the bill, in amended Section 39.023, 
Education Code (page 7, between lines 25 and 26), insert the 
following:
	(c-4)  In adopting an end-of-course assessment instrument 
under this section, the agency shall consider the use of an existing 
assessment instrument that is currently available.
	(4)  In SECTION 8 of the bill, in added Section 39.0234, 
Education Code (page 8, line 26, through page 9, line 1), strike 
added Subsection (a) and substitute the following:

(a)  The agency shall ensure that assessment instruments required 
under Section 39.023 are capable of being administered by computer.
