	Amend CSSB 483 (House Committee Printing) as follows:                        
	(1) In the recital to SECTION 6 of the bill (page 7, line 24), 
strike "Subsection (j)" and substitute "Subsections (a-1) and (j)". 
	(2) In SECTION 6 of the bill, in amended Section 39.157(a), 
Utilities Code (page 8, line 3), between "shall require" and 
"reasonable mitigation", insert ", to the extent feasible, refunds 
to retail customers, disgorgement of revenues received as a result 
of market power abuses, and".
	(3) In SECTION 6 of the bill, in amended Section 39.157, 
Utilities Code (page 9, between lines 1 and 2), insert the 
following:
	(a-1) Instead of seeking a civil penalty to eliminate or to 
remedy the market power abuse or violation under Subsection (a), 
the commission may require that a person who has been found by the 
commission to have engaged in market power abuse pay equivalent 
funds directly to an existing emergency bill payment assistance 
program operated by local assistance agencies that are supported by 
the Texas Department of Housing and Community Affairs.
