System updates will be applied on February 19, 2026 at 6:00 PM. These updates will include changes to the user interface. Work is expected to take approximately 30 minutes to complete, during which the site will be unavailable.

	Amend SB 561 by adding the following subsection (j) to 
Section 172.015:    
	(j) Subsections (c)-(i) do not apply to a payor of employee 
benefits participating in a cooperative effort to design and 
administer benefits through an administrative agency that includes 
a cooperative number that is a county with a population of at least 
two million that is adjacent to a county with a population of at 
least one million.
