Amend SB 792 in SECTION 7.01 of the bill, in proposed Section 
228.0111, Transportation Code (House committee printing, page 21, 
between lines 10 and 11), by inserting:
	(f-3) A third party that develops a market valuation under 
Subsection (f) may not be an entity that:
		(1)  invests money, either directly or indirectly 
through investment in the entity's equities or obligations, in a 
private entity that participates in the financing, development, 
construction, or operation of toll projects; or
		(2)  directly or indirectly through one or more 
intermediaries, controls, is controlled by, or is under common 
control with a private entity that participates in the financing, 
development, construction, or operation of toll projects, as the 
term "control" is described by Section 21.605, Business 
Organizations Code.
