Amend SB 792 (house committee printing) by adding the 
following appropriately numbered SECTION to ARTICLE 10 of the bill 
and renumbering subsequent SECTIONS accordingly:
	SECTION ____.  Section 370.302, Transportation Code, is 
amended by adding Subsection (j) to read as follows:
	(j)  An authority created under Section 370.031(c) may not 
enter into an agreement:
		(1)  for the construction, operation, or maintenance of 
a transportation project that requires a total expenditure of more 
than $200 million unless the project is approved by a majority of 
the voters who:
			(A)  reside within the boundaries of the 
authority; and             
			(B)  vote in an election held for the purpose of 
approving the transportation project; or
		(2)  with another state of the United States or the 
United Mexican States unless the agreement is approved by a 
majority vote of the governing body of a municipality creating or 
participating in the authority.
