80(R) SB 811 - 3rd reading 1 (H)

	Amend SB 811 on third reading by striking the SECTION of the 
bill providing the effective date (SECTION 2 of the house committee 
printing, page 2, line 1) and substituting the following:
	SECTION ____.  This Act takes effect immediately if it 
receives a vote of two-thirds of all the members elected to each 
house, as provided by Section 39, Article III, Texas Constitution.  
If this Act does not receive the vote necessary for immediate 
effect, this Act takes effect September 1, 2007.
