Amend CSSB 1267, in SECTION 1 of the bill, added Section 
223.210(c-1), Transportation Code (committee printing, page 1, 
line 48), between "Dallas" and the period, by inserting "or any 
portion of the Loop 9 project that is located in a nonattainment air 
quality area as designated by the United States Environmental 
Protection Agency that includes two adjacent counties that each 
have a population of one million or more".
