Amend CSSB 1267 on page 1 line 49 by adding the following 
subsection (d) and renumbering the subsequent subsections 
accordingly.
	(d)  Subsection (c) does not apply to any toll project or 
managed lane project located on any portion of U.S. Highway 281 
which is located in a county with a population of more than 1 
million in which more than 80 percent of the population lives in a 
single municipality.
